Electrical Engineering Manager
Job Description
We’re looking for an experienced Electrical Engineering Manager, from Licensor Coordination and FEED to EPC provisional acceptance and care and custody transfer to operations. This role will transition to be the technical authority for operations and maintenance (O&M), handling engineering requests and troubleshooting once the plant is fully operational and will be reporting to the Engineering Head.

Tasks and Responsibilities :
• Basis of Design (BoD) and Basic Engineering and Design Data (BEDD): Setting up the BoD and Electrical Design Standards in cooperation with the business and operational requirements, including understanding of and proactive engagement into Value Improving Practices.
• ISBL facilities – Licensor Management: Manage all licensor requirements, including BEDQ, KoM preparation, document review/approval, and support during FEED and EPC stages. Serve as the focal point for technical input on licensor agreements, such as the Basic Design Package and Utilities Performance Guarantees. Oversee FEED Contractor’s Extended Electrical Design alongside the licensor package to expedite ISBL FEED completion and initiate EPC bidding.
• OSBL facilities – Design of Offsites and Utilities (O&U): Interface with licensor on the O&U requirements and manage FEED and EPC contractor to design and build associated facilities to meet operational and maintenance requirements of the new SAF plant.
• EPC Management: Review all required EPC documents in time and provide support during the detailed design phase as per project schedule. Participate in Quality Control activities and witness inspection requirements as per Inspection and Test Plan (ITP).
• Commissioning and Start Up: Support utilities guarantee preparation, test run procedures, and troubleshooting for licensors, EPC contractors, and vendors. Witness test runs, review operational procedures, and participate in pre-startup and safety reviews as needed. Ensuring all electrical work is completed according to safety standards and regulations.
• Technical Services – Operations phase: Focal points for operational electrical engineering support and troubleshooting during operation, interpretation of performance data and adjustment where needed. This includes Management of change, improvement initiatives and external supplier / vendor management to run the facility safe and in accordance with the design parameters.
• Communications and Working Relationships:
Internal: Regularly communicates with the Project Management Team (PMT) on electrical engineering matters and coordinates with the Head of Projects and SAF Engineering Manager regarding requirements and reporting.
External: Engages with EPC, PMC, vendors, and contractors to coordinate work, following the established Engineering Management Execution Plan and communication procedures.
Requirements :
• Bachelor’s degree in Electrical Engineering
• Fifteen (15) years relevant experience in the Oil/Gas industry including minimum of Ten (10) years of a Lead Electrical Engineering role in refineries or petrochemical facilities.
• Own the relationship and be the single point of contact with Indonesian electrical network authorities
• FEED and EPC Lead / Principal Electrical Engineering experience is required including Site experience during Construction and Commissioning, understanding of requirements from other project engineering disciplines
• Strong understanding of Electrical Safety and Quality Management principles and associated processes
• Strong knowledge of the prevailing electrical engineering standards used in the refinery and petrochemical industry
• Experience in leading the development of electrical key documents i.e. Data Sheets, Single Line Diagrams (SLD), Electrical Equipment Lists, Area Classification Plans, etc.
• Experience in leading Electrical Design reviews, optimization of electrical systems, prepare/review electrical Material Take Offs (MTO), etc.
• Strong experience in electrical system design and using design software i.e. electrical transient and analysis program (ETAP) is mandatory.
• Operational and Maintenance experience from a reputable refinery petrochemical operator is mandatory with demonstratable knowledge/experience managing maintenance through CMMS (Computerized Maintenance Management system) – preferably Maximo
Desirables :
• Understanding of Condition Monitoring Techniques (CMT) and risk management strategies of operational petrochemical/refinery facilities
• Gained manpower and Resource planning expertise from a larger project
• Involvement in EPC invitation to bid (ITB) preparation and tender evaluation
• Contractor and Operator (Maintenance) experience
• Chartered or professional engineer
