Procurement Manager
Job Description
e’re looking for an experienced Procurement Manager to manage procurement and support the contracts function for the SAF project in delivering a high standard of project execution, ensuring HSE, quality, schedule, and cost objectives are met. This role will have line reporting to Project Director and dotted-line-reporting to Sr. Procurement & Logistics Manager at Head Office.

Tasks and Responsibilities :
• Manage all aspects of bidding, evaluation, awarding, and administration of contracts and purchase orders for the SAF project.
• Develop procurement strategies and procedures aligned with PT ESSA requirements and collaborate with Engineering and Contract Managers to create budgets and schedules.
• Oversee both pre- and post-award procurement activities, negotiate contract terms, pricing, and schedules with vendors and contractors, and prepare bid tabulations and award recommendations.
• Manage vendor pre-qualification, maintain the approved vendor list, and handle procurement changes and contract amendments.
• Ensure quality control during execution, coordinate with freight forwarders and marine cargo insurance providers, and expedite vendors to avoid delays.
• Report on procurement status, risks, and solutions, and oversee the close-out of contracts and purchase orders.
Requirements :
• Bachelor’s degree in Engineering, Supply Chain Management or equivalent.
• Fifteen (15) years relevant experience in the Oil/Gas industry including minimum of Ten (10) years of senior Project Procurement management experience in oil/gas projects ideally refineries or petrochemical sector.
• EPC Contractor Procurement experience is required including Site Procurement experience during Construction
• Strong knowledge of procurement processes, leadership skills, experience with procurement software (e.g., SAP, Oracle).
• Negotiation skills, strategic thinker, detail-oriented, ethical.
• Good communication and problem-solving skills.
Desirables :
• Owner Procurement experience preferrable from an Oil refinery or a Petrochemical facility
• Experience in FEED procurement activities incl. involvement in different Procurement Strategies, Long Lead Item development, procurement execution plans and fulfilment of licensor requirements
• Involvement in EPC invitation to bid (ITB) preparation and tender evaluation
• Master’s degree in Business Administration /Project Management
• Training / certification in Negotiation skills, Microsoft (Excel, word, etc), and other similar training/certification
