Civil Manager
Job Description
We are looking for a Civil Manager that oversees all Civil Engineering aspects across the entire project lifecycle, from Pre-FEED, FEED, EPC (Engineering, Procurement, and Construction), commissioning, through to the operational phase and supports a seamless transition into stable plant operation. This role will be reporting to the Engineering Head.

Tasks and Responsibilities :
• Lead civil engineering activities from Pre-FEED to project execution, ensuring alignment with overall project milestones.
• Develop and implement site civil engineering standards, specifications, and quality assurance procedures.
• Review and approve civil construction drawings, BOQ, and structural calculations in compliance with regulatory and internal standards.
• Coordinate with Licensors, EPC contractors, and consultants to ensure civil works meet safety, quality, and cost targets.
• Monitor the progress of civil projects, including site infrastructure and building maintenance, ensuring schedule and budget adherence.
• Manage vendor and contractor performance for civil works and supervise foundation works including piling and site preparation.
• Conduct constructability assessments, quality inspections, and ensure compliance with structural and seismic safety codes.
• Provide technical support during construction, commissioning, and transition to operations.
• Support documentation, training, and system handover to operations teams.
• Mentor and develop civil engineering teams, especially local engineers, ensuring knowledge transfer and capability building.
Requirements :
• Bachelor’s or Master’s degree in Civil Engineering.
• Minimum 10 years of experience in civil engineering within the ammonia, oil & gas, petrochemical, chemical, or heavy manufacturing industries.
• Proven experience in managing civil construction projects across all phases: design, procurement, execution, and handovers.
• Strong understanding of structural and foundation design practices, including earthquake zone-based designs.
• Proficiency in AutoCAD, Staad Pro, and knowledge of project management and ERP systems (e.g., SAP).
• Familiarity with international civil and construction standards (ASTM/equivalent).
• Demonstrated ability in budget planning, quantity surveying, and vendor management.
• Excellent leadership, problem-solving, and cross-functional team coordination.
• High integrity, proactive attitude, and ability to drive quality and safety compliance.
• Exposure to EPC tender preparation and contractor evaluation.
• Experience with civil infrastructure in petrochemical or energy plant sites.
• Advanced training in leadership and project management.
• Familiarity with local SMK3 and SML (environmental & safety compliance) standards.
