Cost Control Engineer
Job Description
We’re looking for an experienced Cost Control Engineer from Licensor Coordination and FEED to EPC provisional acceptance and care and custody transfer to operations. Support project control activities for the SAF Plant Project from FEED to EPC provisional acceptance and transfer to operations in achieving project goals related to HSE, quality, schedule, and cost. This role will be reporting to the Account Payable Lead and dotted line reporting to Project Control Manager.

Tasks and Responsibilities :
• Prepare the overall working budget and cash flow plans and reports for the project lifecycle.
• Establish and monitor local content targets for both direct and indirect costs.
• Develop and track unit price changes and prepare cost estimates for scope changes.
• Identify potential cost overruns and propose corrective actions (including Licensor, FEED, and EPC claims).
• Develop and implement cost control execution plans, procedures for cost recording, change authorizations, back charges, and local content tracking.
• Support preparation of fixed asset reports, final cost reports, and project close-out documentation.
• Assist Procurement in reviewing cost elements, pricing, and compliance with internal policy.
• Maintain a data bank of cost records for benchmarking and reference.
• Conduct Earned Value Analysis (EVA) to evaluate project performance against baseline.
Requirements :
• Bachelor’s degree in Engineering, or a related field.
• 10+ years of experience in cost control for large-scale EPC projects in the oil & gas, refinery, or petrochemical industry.
• Proven experience in owner-side project control (site-based experience preferred).
• Strong knowledge of budgeting, cash flow planning, change management, local content compliance, and earned value analysis (EVA).
• Familiar with SAP, Work Breakdown Structure (WBS), and cost code alignment.
• Proficiency in Microsoft Office Suite (Excel), and project cost control/reporting tools
• Experience in supporting procurement reviews, vendor cost validation, and cost estimation for both direct and indirect elements.
• Strong analytical and communication skills; able to propose cost mitigation and strategy options.
• Familiarity with fixed asset reporting, project close-out, and final cost documentation.
